West and Shires Permit (WaSP) Scheme for road space booking

Worcestershire County Council implemented the West and Shires Permit (WaSP) Scheme on 21 March 2016.

The WaSP scheme requires an activity promoter to apply for a permit in order to ‘book’ time on the highway. The Permit Authority (WCC Network Control) issues permits with conditions attached to better focus the activity in terms of reducing the impact on road users and other stakeholders.

Benefits

The benefits of permitting are:

  • improved co-ordination of activities on the highway through better active management of the highway network
  • improved incident response and improved information to the travelling public
  • environmental benefits from the reductions in disruption, congestion and reduction in associated pollution
  • improved long term maintenance of the highway pavement asset
